一、專業(yè)技術人員

1．本標準所稱專業(yè)技術人員，包括測繪專業(yè)技術人員和測繪相關專業(yè)技術人員。

測繪專業(yè)技術人員，是指測繪工程、地理信息、地圖制圖、攝影測量、遙感、大地測量、工程測量、地籍測繪、土地管理、礦山測量、導航工程、地理國情監(jiān)測等專業(yè)的技術人員。

測繪相關專業(yè)技術人員，是指地理、地質(zhì)、工程勘察、資源勘查、土木、建筑、規(guī)劃、市政、水利、電力、道橋、工民建、海洋、計算機、軟件、電子、信息、通信、物聯(lián)網(wǎng)、統(tǒng)計、生態(tài)、印刷等專業(yè)的技術人員。

申請大地測量、測繪航空攝影、攝影測量與遙感、工程測量、不動產(chǎn)測繪、海洋測繪、地圖編制、導航電子地圖制作的單位，測繪相關專業(yè)技術人員不得超過本標準對專業(yè)技術人員要求數(shù)量的60%；申請地理信息系統(tǒng)工程的單位，測繪相關專業(yè)技術人員不得超過本標準對專業(yè)技術人員要求數(shù)量的80%；申請互聯(lián)網(wǎng)地圖服務的單位，專業(yè)技術人員比例不作要求。

2．未取得專業(yè)技術職務任職資格的其他測繪從業(yè)人員，應當通過測繪地理信息行業(yè)職業(yè)技能鑒定獲得國家職業(yè)資格證書。

二、有必要的技術裝備及固定的工作場所。

三、有較完善的質(zhì)量體系和技術、經(jīng)營、人事、財務、檔案等管理制度。

四、質(zhì)量管理

甲級測繪資質(zhì)單位應當通過ISO9000系列質(zhì)量保證體系認證；乙級測繪資質(zhì)單位應當通過ISO9000系列質(zhì)量保證體系認證或者通過省級測繪地理信息行政主管部門考核；丙級測繪資質(zhì)單位應當通過ISO9000系列質(zhì)量保證體系認證或者設區(qū)的市級以上測繪地理信息行政主管部門考核；丁級測繪資質(zhì)單位應當通過縣級以上測繪地理信息行政主管部門考核。

申請互聯(lián)網(wǎng)地圖服務專業(yè)范圍的，不受前款規(guī)定限制。

五、測繪業(yè)績

1．申請晉升甲級測繪資質(zhì)的，應當符合以下條件：近2年內(nèi)完成的測繪服務總值不少于1600萬元，且有3個以上測繪工程項目取得省級以上測繪地理信息行政主管部門認可的質(zhì)檢機構(gòu)出具的質(zhì)量檢驗合格證明。

2．申請晉升乙級測繪資質(zhì)的，應當符合以下條件：近2年內(nèi)完成的測繪服務總值不少于400萬元，且有2個以上測繪工程項目取得設區(qū)的市級以上測繪地理信息行政主管部門認可的質(zhì)檢機構(gòu)出具的質(zhì)量檢驗合格證明。

3．申請晉升丙級測繪資質(zhì)的，應當符合以下條件：近2年內(nèi)完成的測繪服務總值不少于50萬元，且有1個以上測繪工程項目取得縣級以上測繪地理信息行政主管部門認可的質(zhì)檢機構(gòu)出具的質(zhì)量檢驗合格證明。

測繪資質(zhì)等級專業(yè)類別的申請條件和申請材料的具體要求，由《測繪資質(zhì)分類分級標準》規(guī)定。

　二、申請單位應當提交下列材料的原件掃描件，并對申請材料實質(zhì)內(nèi)容的真實性負責：

（一）法人資格證書。

（二）符合專業(yè)標準規(guī)定的專業(yè)技術人員身份證及依法繳納社會保險的材料,退休的專業(yè)技術人員的退休材料和勞務合同；測繪專業(yè)技術人員的學歷證書和職稱證書，測繪相關專業(yè)技術人員的學歷證書或職稱證書。

（三）符合專業(yè)標準規(guī)定的技術裝備的所有權(quán)材料。

（四）符合通用標準規(guī)定的材料。

（五）申請甲級測繪資質(zhì)的，應當提供符合專業(yè)標準規(guī)定的測繪業(yè)績材料。

三、對在本標準實施前測繪單位已有的用于申請測繪資質(zhì)的專業(yè)技術人員，在不離開本單位的前提下，實行“老人老辦法”，原有專業(yè)和職稱等級繼續(xù)有效。沒有測繪專業(yè)高級職稱的注冊測繪師可以計入中級測繪專業(yè)技術人員。
